Gunite thickness, rebar exposed?

Hi all,

We recently had gunite sprayed in for our new pool.

Our pool measured too shallow in the deep end after gunite, and the slope going up to the shallow end was too steep.

Today they came and jack-hammered a bunch of gunite out to make a section deeper. In the process, a lot of rebar is exposed (about 1.5feet long, fully exposed). All the gunite in the area they jackhammered is soft and sandy now.. i can rub my foot on it and wear it down.

My question is-- how much gunite is needed ABOVE the rebar? How do i know if they have jackhammered too much and the gunite is too thin?
