Getting ready to put a spa in a screened-in patio with a concrete floor. Would it be worth it to put a layer of radiant barrier bubble foil, or some other insulation down on the floor before setting the tub?

Not really. Heat rises. The amount of heat the floor draw would be minimal at best.
