Paver patio with a child security fence around pool--?

We are going to have the current lanai surface at FL house redone w/pavers and will put up a security fence around two sides of the pool in the near future...
IF umbrella sleeves for paver patios need to have their surrounding pavers set in concrete/mortar--do the sleeves for a security fence also need to be set in concrete?
We are getting estimates now but haven't made final determination for the types of pavers we will use...
this is a remodel job over the original concrete patio--so we are limited to 1" pavers vs the thicker ones for a new install...

All my pavers with sleeves for the security fence have been set in concrete, other wise if you pushed hard enough a paver may pop out and the fence would fail.

makes sense
so guess we should actually have the security fence installed BEFORE the patio is redone maybe?
-that way they can just cut around the sleeves or we can choose a patter/pavers that integrates the security poles the best...
