You've got a cold water pipe touching a hot water pipe a ways away.

Thanks so much - Any ideas how you fix this problem - can you insulate the pipes somehow - or do they need to be moved?

This is called hot-cold crossover and is caused by any one of half a dozen reasons.

I've seen it most often caused by a single handle faucet in the house somewhere that needs a new cartridge. It can also be caused by a half-butted hot water recirc system that dumps the less than fully hot water into a cold pipe. (If you have one of these, think of changing the pipe run so that it goes back to the water heater). Or several other reasons. For as long as it needs to get cold, I'd guess that contact with a hot pipe is unlikely to be the cause.
