Singing pipes....frustrating!!

We have an intermittent problem with our water pipes...sometimes worse than others and now is pretty bad. When we turn off the water, or when the toilet stops filling, we hear a vibration and/or a moan. Today with no water running when everything should be quiet, every minute or so I was hearing a high pitched tone/moan, kind of like a distant whale under water. What is causing this and is and how can I fix it?

My suggestion is that the other occupant (we) be stationed at various locations, while you do the things that cause the noise. Find out as precisely as possible where the noise is. Or pay a plumber to do it.
