Steam Heat

In August I had a reputable licensed plumber install a new steam heat boiler in my two story house. My problem is the whole house does not heat. The basement is very hot, the first floor is comfortable, but the three floor is very cold. By the way I had the plumber back several times without results. I was told to change the valves, wrap the pipes in the basement. One other point is, when the thermostat reachs its heat setting, the heat goes off then

goes back on for about thirty seconds stays off for about ten seconds then goes on again. Before I change the radiator valves and cover the pipes does anybody have any idea of what else I can do ?
