Septic tank level above outlet tee - poor choice of filter?

Hello, I would like to address this issue: whenever the tank is pumped, or the filter is cleaned, upon opening the access cover, the level is about even with the top of the filter. AFAIK the level _should_ be about even with the bottom of the outlet pipe (4" PVC). As soon as the tech pulls the filter, the level falls quickly to the bottom of the outlet. The photo shows level when tank is opened, and condition of filter when it's pulled; I think it's an old design (around 2000) Zabel.

Info on system: 1500 gal tank, no baffle; 2 residents; dishwasher & washing machine; gravity fed (no pump). Yes there's a garbage grinder *but* it gets _at most_ one cup of solids _per week_.

While it looks like the existing filter is doing its job I'm not happy about the liquid level and wonder (a) if I should ignore it or (b) what to do. I tried feeding the washing machine gray water to an old dry well between two tank servicings but that didn't seem to make a difference.
