Copper Piping bad welds

Question: House built in 2000 has copper piping and I am getting black rings in my toilets and sediment in my faucet water. Had water tested at MUD and it is not from them it is internal issue. Husband thinks bad welds since you can rub hand on pipe in attic and black chaulky sediment comes off. How do you fix this? Plumbers I have called have no idea what I am talking about and said they will charge $250 per each weld that needs to be re-saughtered...who knows how many I have in the attic that that is insane. Toilet guts have been replaced and I am at a loss for words on what to do.
