Natural Gas Pipe

So I had a new natural gas line installed for my new cooktop and need to prime and paint the outside portion. I noticed that the old pipe has rust all over it. Is that due to a thin coat of paint? I plan to very lightly sand (so I don't compromise the strength of the pipe) the old pipe, prime it, and add a couple coats of paint. Will that help prevent the new pipe and old pipe from rust in the future.

I know it's just gas pipes on the side of my house, but I like things done right.
