Hot Water Tank Issue

Posting to ask the logical steps to determine why one of my natural gas hot water tanks only supplies warm water at best. The pilot light remains lit at all times so that would lead me to believe the thermocoupling is not the culprit.

I can force the main burner to come on by manually increasing the thermostat setting but haven't remained at the tank to observe how long the burner remains on after doing so. Should I be thinking dip tub or temperature probe that screws into body of tank on back side of gas valve block as possible culprits?

All thoughts are appreciated.
