Copper isn't used alot because it requires special skills that very few have. The copper pan is likly indication of other superior material and installation such as lath and plaster instead of sheet goods behind the tile on walls. If both estimates are for same material other than pans,go with rubber. You need to clearly understand what you are getting on each estimates.
