Low to No Water Pressure

Please help!

Low To No Water Pressure and Volume.

Situation: When running a shower/filling the bathtub/filling the washing machine, water runs fine for about 3-4 minutes. It then drastically goes down to a thin stream of water about 1/4 inch in diameter. This situation repeats every day. It's like the system builds and then releases, but water coming in is very small.

Once it goes down to the very thin stream, there isn't enough water to do anything. The washing machine takes over an hour to fill for a small load. There are no signs of leaks anywhere.

I did have new neighbors move in next door about 3 weeks ago into a house that was empty for over a year. The problem was there before they moved in but occurred very rarely. I always figured someone upstream from me was using up the water. Now its a continual problem. No way to shower or clean.

I have a tankless hot water system. House is about 20 years old. House is at the top of a hill, rise about 40 ft. City meter is at the foot of the hill.

Ideas anyone? Thanks in advance.
