When we run our dishwasher, after a while water begins pouring out of a small chrome-plated cylinder mounted on the countertop. [I'm assuming this is an air gap device, correct?] You can lift off the cap and there is a slightly smaller plastic cylinder underneath that has a top that can be unscrewed.

What are the possible causes of this "overflow" and what is the fix?
