Water pressure problem

We have recently moved into a house that was recently remodeled by our landlord. The remodeling included installation of new water lines throughout the house installed by a plumber. The water supply is municipal. When we first moved in the water pressure was great but after a few weeks we noticed that when we turn the water on anywhere in the house the pressure is strong for a few seconds then drops rapidly until there is only a trickle, then it will gradually build up to a good steady stream with no more problem. We have also found that if the water is on at one faucet we can turn any other faucet on and there is no drop in pressure. Our landlord believes there is a problem with the municipal water supply. If anyone has any ideas for diagnosing this problem I would appreciate the input. I don't want to involve the municipality until I am reasonably sure that the problem is on their side of the water meter.
