Sump Pump Rule Intrepretation

By the wording of this, do you think hooking a sump pump directly to the house drain is prohibited:
--------
"Sump pumps installed to receive and discharge groundwaters or other storm runoff shall be connected to the storm sewer where possible or discharged into a designated storm drainage channel. Sump pumps installed to receive and discharge floor drain flow or other sanitary sewage shall be connected to the sanitary sewers. A sump pump shall be used for one (1) function only, either the discharge of storm waters or the discharge of sanitary sewage."

My brother says he cant simply spit the water out to the yard easily. So for laundry tub, condensate from the AC and basement floor drains I am assuming its OK to have a sump pump hooked to the house drain.... am I reading this wrong?

Where did you find that rule? Local rule? The rules will vary by location.
In city nearby to my location, the washing machine effluent must go to the sanitary sewer while sump pump for flood water must not go to the sanitary sewer.

This is my brother in laws local ordinance.

Im used to it being strictly prohibited to pump sump into sanitary sewer everywhere I have lived. This rule, which seems to allow it, threw me for a loop.
