Waterheater ground question

Our inspector dinged us on a home sale for improper ground as wire doesn't go through hole in aluminum piece. Does it really matter since it all connects? The connection next to it has two wires and as such it uses the same approach to handle the second wire. The single ground connection wire has the insulation stripped as it goes under the ground piece then continues on to the next.

Yes. It's a gas heater supplied by storage tank fom desuperheaters on geothermal system
