toilet fill valve

I think that I need a new fill valve. Toilet now has what looks like a modern type, not a ballcock. It will usually only dribble unless I turn on the tub faucet nearby. Then it will fill normally and shut off. Seems that a transient pressure reduction opens the valve.

Is there any difference between the brands? I'd like to put in a reliable one if someone can steer me in that direction.

The shut off is not going to turn by hand. Should I risk putting a pliers on it or just punt to the main house shut-off?

If something breaks at the shut off, either due to pliers on the valve or some issue with the flex line, what next? Is this valve likely to come off and be replaced easily? I am NOT looking to start the march to the curb with this project. I have too many other irons in the fire.

Thanks for looking!
