anti-mildew tub caulk?

The tub caulk in my apt seems to mildew/mold pretty fast. I'm hoping there is cheap caulk and good caulk - that's its not all the same and that my apt complex uses the cheap stuff and that if there is good anti-mildew caulk I can buy it and have them put it in.

Hows that for a run on sentence?

I use KWIK SEAL from DAP and do not have a problem with mold & mildew. One problem could be that the existing mold/mildew is not being killed before recaulking.
