I have no experience with the constant pressure pumps.
The submersible uses far less electricity for each gallon of water delivered than does a jet pump and the electric bill will be a bit less-- but not dramatically so. I think the constant pressure system will use more electricity.
There are long stretches each day when no water is used here. During the night, for example, and during the day for 9-10 hours if no one is at home. The constant pressure system will be running during all those hours, It would not be my choice at this time.

From everything I have read about the constant pressure pumps they can be a nightmare. They dont last very long and have a lot of electronics to go bad. Better off with a system out now called pside/kick constant pressure valve. Google it for more info. I have a well with a sub pump and 2 tanks and mine does fine. Most important thing is you dont want your pump to cycle a lot. That is what wears them out quick.
