Though your system may be different, the pressure in the air tank is usually set to around 32lbs when the system is 'not in use'. That is, when the tank is installed or when the system is depressurized (pump off, faucet open). The pressure switch has a high and low setting which should be something like 30psi and 60 psi.

If the bladder in the tank has a leak, water may burble out of the air valve at the top when you measure the pressure.

First thought? pump too small.
My pump runs 40 to 60 and with the sprinkler running a toilet and the shower it will bring it up and shut off when it hits 60. Of course it comes back on fairly quickly.

Yes alfieclarke, when water is turned off, the pressure does build back off and the pump does turn off. Is it possible the screen is clogged?

Sounds like the pump is worn out. Mine did the same thing. Got new one and problem gone.
