Sprinkler Help!

Hello!

My home has pressure of 70, no leaks seem to be in sprinkler lines. 4 zones total, but here is where it gets interesting. 2 zones work perfectly, while 2 other zones seem to not quite have enough pressure to fully extend the actual sprinkler heads. The 'green box' has been gone thru, making sure the wiring isn't faulty. And even the city has come out, verified inside/outside pressure, etc. So my question is that the city says it could be the 'Pressure reduction valve' which costs like $300 to replace. But to me, if that valve were bad, why would 2 zones work perfectly and have sufficient pressure, water, etc? Can that valve be discriminating, and choosing to not give water to those underpowered zones? Or, would you recommend looking somewhere else to find the culprit?
