Toilet "flapper" binding

My basement toilet is an original 1940 Standard Modernus that came with the house. A previous owner replaced the fill valve with a standard fluidmaster version and it works fine. However, instead of the typical flapper valve it has a cone-shaped rubber piece with a side bracket that rides up and down a vertical rod.

When you push down the lever the chain pulls the cone up, and when you let go of the lever it should naturally drop straight down and close off the tank. However, the side bracket binds on the vertical rod sometimes and it does not slide down fully to the close position.

I can't find comparable replacement parts at the big box store or local suppliers, so I'm trying to figure out the best fix. The connection from the tank to the base of the toilet is a curved metal pipe (tank hangs from the wall and does not set on top of the base like a modern toilet), so I don't really know how to that affects my choices.
