Water Heater shut down

I watch a seasonal condo for an out of state friend. He has shut off the water to the electric water heater but left the power on at the breaker. This seems to me to have the potential for problems as the water is still being heated and yet not replaced.

Should the electricity be turned off at the breaker or am I making too much of this?

If the heater elements in the tank become exposed for ANY reason and then turn on they will be instantly destroyed.

If you shot off the water, shot off the heater.
