hot water tank burner cycle too often

new State Select water heater 30 gal that main burner comes on 2-3x hour WITHOUT ANY WATER usage. installed in middle of gas billing cycle & gas usage doubled already. is problem in control valve?

Perhaps it's the control valve. There are so many perhaps here without someone qualified to check the unit anything would be a guess. You will need to spend a few dollars and get a technician in to check the unit for the cause properly.

The first thing you mention is that it is "NEW", this should be a warranty issue if indeed new, check your paperwork for the sale and installation warranties.
