Is a 'diverter valve' what I need for ceiling shower head?

Hi all,

I'm in the process of re-doing my bathroom. I installed a rain shower ceiling mount but can't get it to shut off. I am going to try to explain this best I can:

Since it's in a bathtub, I have a tub filler, temp control, free form shower head, and the overhead ceiling shower head. When I turn on the water and yank the valve to stop the water coming from tub filler to go to the shower heads, both the free form and ceiling shower will turn on. I have a control on the free form showerhead that I can use to turn it on or off, but the ceiling mount showerhead always stays on.

My main question is, can I just have either the ceiling mount, OR the free-form showerhead stay on (not at the same time?) I did some searching and found that i might need a three-way diverter valve. Are there any additional resources I need? Thanks in advance
