Moving Gas Hot Water Heater

Hi all, I am remodelling the kitchen and need to remove a wall to give more space, unfortunately my 40 gallon gas hot water heater will need to be moved.

can I build a 32inch square enclosure in my porch and move it outside?

Also the roof of the porch is metal so rather than make a big hole in it can I take the exhaust flu out the side of the porch via a 90 degree bend and cap it outside rather than through the roof?

All help with code will be greatful

Without knowing you location (the USA is pretty big) there is no way to asses the possibility of freezing damaging the water heater or lines.
