check valve vs external vacuum breaker

For a hand held/wall bar shower is it necessary to have both a check valve and a vacuum breaker or just one? and if so which one? The wall outlets appear to come with or without a check valve and the vacuum breakers sold separately.

A check valve will only allow a one directional flow. A vacuum break will additionally 'open up' an air gap, and allow the low pressure side to drain.

I would think a check valve would be enough - but you would have to ask your plumbing authority.
