Toilet not flushing

I have a toilet which is apparently vented together with the sink through an under the counter vent plumbed into the sink drain. When you flush the toilet, it will not flush until the vent is unscrewed. I have replaced the vent cap, to no avail. There is no through-the-roof vent on this system. It has been working perfectly for two years up to now. Any thoughts?

If it's the type of vent I am thinking of, it is spring loaded to keep the pipe sealed so you don't get sewer gas. When there is a suction in the pipe it opens to allow air in. It sounds like that vent is stuck and not opening. It should just unscrew. A new one is less than 10 dollars.
