code for height of outdoor water heater

This project is southern Calif and has an outdoor water heater in an enclosure. Is there a height from ground requirement as there is in a garage (e.g. 18")?

    No...the reason there is an 18" minimum in a garage is because gasoline fumes are heavier than air, so if there is just a few drops of gas leaking in the garage the burner would be above the fumes, but then, if there was a substantial amount of gas spilled it wouldn't really matter.

    It would be reasonable to mount it higher than any potential standing water from heavy rains.

    An exterior installation, in a metal enclosure are usually set on a stable platform such as a factory slab.
    If the appliance does not have legs then three or four bricks will suffice to prevent the bottom from rusting out.
    This placement does not relieve you of the standard requirements for securing and venting.
