gas hot water heater running with the water turned off

I was away from home for three months. While away the water at the house was turned off due to a slab leak detected. I called the gas company to turn off the gas, but for some reason they did not. My question--has the water in the heater been depleted, or just reheated numerous times, or?????
Is my water heater ruined?

Any help with this is much appreciated,
