Replace it.

It's a frost-proof hose bib. It appears that you left a hose, or something, connected to the faucet during a freeze, defeating the freeze-prevention design and allowing it to burst.

I'm guessing that since you are asking such a vague question, you don't have any plumbing skills? Basically, that section has to be cut out and replaced. There is no way to 'patch' it, if that's what you're asking.
If you don't have the skills to do it (or want to learn how), call a plumber.

There's no 'section' to be cut out. The leak is in the frost-proof sillcock itself.

To me, it looked like just a section of copper piping attached to a fitting to transition to the plastic piping. I'll admit ignorance of frost-proof hose bibs. While I do know what they are, I've never seen them in action.
If that's what it is, then the rest of my advice still applies. :)

Replacement is the only option. No repair possible. Call a plumber.
