Cover french drain with dirt?

I live in an 1865 carriage house. There is a french drain on one side up next to the house. I don't know why it was put there but I do belived it still drains water away from the house.I wondered if I could cover it with soil to make a raised garden bed? It seems to me that water would still drain through the soil and into the drain. Would this work?

Depending on the opening size into the drain the soil may imply wash away.

Some filter fabric, some gravel, and THEN soil might work.
