What's causing ringing noise? Spurting water?

We get a high-pitched ringing noise when we turn on our showerheads in the upstairs master bath. Also, when we turn on the sink faucets in that bathroom, the water takes a second and than spurts out intially.

What could be causing this? We have new construction that has a recirculating system for downstairs and we installed an Eternal Water Heater (its a hybrid unit that has 4 gallons of traditional heated water than it is like a tankless water heater.)
