shock from kitchen faucet water

It has been really cold and the heat is cranked up so it's really dry in our condo. I've been shocked opening the front door, touching my baby or dog, changing clothes, etc. I've also noticed an occasional shock when washing my hands. I thought, oh how strange. But then I googled it and came to this website and read an old thread where the poster was warned that it could be deadly and to call a plumber and that it can be caused by plastic pipes... so I'm freaking out.

We live in a 1960s condo and the kitchen was very badly remodeled in the 1980s. When we moved in a year ago we had a plumber come in to install a new dishwasher and then to fix a leak under the sink. They did repair the leak with a plastic pipe and I noticed one time that I got shocked that the dishwasher was running.

I'll talk to the building super tomorrow, but for tonight...

1) could this just be general shocking from the dry heated house? i.e. could i be shocking the water?
2) could it be that they badly installed the dishwasher a year ago or did a bad pipe?
3) should I not use the sink tonight?
