Replace Toilet Shutoff Escutcheon or Entire Shutoff?

I am replacing a 1991 toilet. A friend of mine is going to do it. The original shutoff valve has a pitted escutcheon that is going to look even worse with the new toilet. I'll attach a photo which I took with my phone, so not the greatest quality photo.

I have a few questions:

- the shut-off seems to be fine. I don't think though that it has been tested since 1991. Should I replace it when I replace the toilet?

- If I just replace the escutcheon so it looks nicer, where can I buy it?

- If I replace the entire shutoff, what do I need to know about buying one? Brand names? Materials? Anything else?
