"House Sewer" line.

I live in a 43 year old ranch house in suburban Chicago. About 15 months ago, I had a plumber come out and clean out the sewer line. He showed me a bucket of roots, and suggested I maintain it yearly. Yesterday, I had another company out (they were offering an Angie's list special) Instead of cleaning it out for the promised $199, they ran a camera and told my adult son that routing the line would only make the problem worse. Evidently the inside access is 4 inches and the sewer line needs a 6" blade for proper cleaning. He claimed that unless all the roots are removed, they just grow thicker and become impossible to remove. They charged $150 and said it would be applied to the $2200 cost of installing an outside access. Is this true or did I just get hit with a bait and switch???
