Provisioning for a new heating system

We built a modular summer home in the northeast about 5 years ago. Since we didn�t have the extra money to put in a heating system we just have electric baseboard heat on the first floor which is fine for us now because we don�t use the house too much in the late fall/winter. The second floor is unfinished, but we are thinking about finishing it this spring because our family is growing. My initial thought was to put in more electric baseboards on the second floor (for inspection purposes primarily), but we�d like to provision for some type of more efficient heating (and possibly cooling) system for the future to help with resale or for us if we decide to keep the house long term. Can anyone give me advice on what they�d recommend for a future system since we don�t have the money for a system now? What is the cheapest type of system to provision for, for either a heating unit or a combined heating/cooling unit?

Couple of other things:
There is no gas on the street, and no oil/propane at the house now.
Basement is unfinished.
1st floor is about 1200 sq ft (2 bedrooms) / future 2nd floor will be an additional 1000 sq ft. (3 bedrooms)
