Replaced all parts but the toilet still leaks

I have a Briggs 1.6gpf toilet and about a year ago I replaced the fill valve (with fluidmaster), flapper (with korky universal), and added a new flush valve seat. Recently the toilet started leaking again and i've replaced the fill valve (with HydroClean hc630) and the flapper (with korky universal), but it continues to leak. I've made sure that the water-level is below the overflow pipe. I've seen other posts where the small tube from the fill valve could be too far inside the overflow tube. This particular overflow tube has a bracket that the small tube rests in, which still has it above the water-level. Any help would be appreciated.

If the "toilet still leaks" means that it runs or water from the tank seeps into the bowl then you may have hard water and there can be deposits on the flapper valve seat that are hard to see. Shut off the water to the toilet and flush. Take the back (scrubbie) side of a wet dishwashing sponge and thoroughly clean the flapper seat area. If you can feel hard water deposits with your finger vinegar will dissolve them.

Sometimes universal replacement parts don't work and you have to get the exact OEM parts.

Yes, the water is leaking into the bowl. The leak is more than a trickle. If I cut the water off, after a hour or so it will have leaked enough that the tank is empty. I'll try to clean the flapper seat area and see if that works.

Since you've tried new flappers and seat...

Either the flapper seat is not installed properly, there's a problem between the toilet tank and bowl, OR sometimes universal replacement parts don't work and you have to get the exact OEM parts.
