Gas Hot Water Heater

I have a new home under construction. The two gas hot water heaters were installed in the attic 10 days ago, prior to the roof installation. The two vent stacks are not capped and significant rain has fallen with the water heaters exposed to the elements and the rain going down the stacks. Should I be concerned the heaters are being damaged by exposure to the elements?
