Most economical way to deal with peeling latex stain?

I'm considing a bank owned property that needs some repairs. One of the big problems is the siding. The home currently has a rough cedar lap siding and the solid latex stain (or maybe paint) that was used is peeling and looks awful. Ideally I'd like just a clear stain, but I imagine to do so would require extensive scraping and sanding and there's no way that could be economical on this two story, 2,300 sq ft home. What would be a less expensive alternative?

The south-west side is the worst. Could the peeling areas be sanded to smooth and then all of the siding primed followed by paint? I'd like to go to a different color as well. Currently it is a medium sort of brownish grey, I'm thinking of red.
