Spray paint bubbling

I painted a ceiling fan ORB. I then changed my mind and tried to paint it black. It is bubbling. It is driving me crazy. I have tried to sand it, tried mineral spirits, denatured alcohol, washing it. It wont stop bubbling? What do I do? I used Krylon both times but the first coat was a week ago.

Get it down to bare metal and start over.

Bubbling usually means an incompatible layer under the top coat, and just because they were both Krylon, they aren't necessarily compatible.

Or the manufacturer's finish on the fan might have been the problem.

Argh...

What is the best way to do that? The fan housing cannot be immersed. What is the best chemical to use, they are so many options!

Can you take the fan apart to get to the housing?

Scrubbing with steel wool or sandpaper, then vacuuming up any fragments might be the best way.
