I painted the exterior walls of a house that was built, circa 1950. I used an exterior pastel based paint. The paint is bubbling mostly where the sun hits it most, after peeling off some of the bubbles the old coat feels powdery. The house was pressure washed prior to applying the top coat. Should I remove the top coat completely or peel just the bubble, sand edges, prime, paint area, or remove all of the top coat?
