wet sanding walls?

Hi,
I have a very old house with plaster lath walls. They have had 100 years of bad paint and spackle jobs as well as bulging. Short of gutting the place and dry-walling (not an option), how best to prepare the walls for painting to remedy the uneven surface. My current approach is knocking-down with a paint scraper and wet-sanding with a medium grip sanding sponge. It is taking forever and I'm not sure there isn't a more effective process out there!
