paint is chipping off everywhere

we just moved in September and I'm noticing places where the paint is chipping off. And these are places we don't even touch. It comes off really easy when you stick your finger nail in there, like its not even sticking. Does that mean the last owner just did a quickie job to sell the house? And I'm unsure how to fix this...

It sounds like the common tale we all hear about people just painting everything white to sell the house, probably painting latex over oil based without doing any sanding or prep. The only way to fix it is to remove the paint that is not stuck by scraping, sanding, etc. You may find that some areas are adhered really well and other areas may chip when the wind blows. Just remove all that is not adhered completely, then do your sanding. Try to feather sand the edges of the chipped areas really well so that they are not as noticeable when you apply the finish coat. After sanding, apply a 100 percent acrylic bonding primer, then a high quality 100 percent acrylic topcoat in a satin or better sheen of your own preference.
