F&B interior Estate Emulsion is up to $92.50 a gallon now, I believe. Then tax and shipping, if necessary. I consider it worth it when I am the one doing the painting because it doesn't give me horrid headaches like the odors of other brands do. Several years ago, I painted a wall with Ellen Kennon Giverny Blue in Velvet Sheen (I think it was called) ordered from her. Then the paint was ICI Dulux, but I believe ICI has been bought a few times. Anyway, I'm sorry that I can't offer more recent experience, but that paint was very nice, I thought. I haven't tried her more matte finishes.

I have only used oil and no it does not

No. I'm pretty sure that F&B says to wait four hours before second coat (Estate Emulsion). I will see if I can find further information.
