Ceiling paint question

I painted my kitchen ceiling a few months ago with SW Eminence then got sidetracked. I was going to put another coat on today so i went over it with a damp cloth and it was so chalky it left white on the rag if I used any pressure at all.

I've never used a ceiling paint before; Is all ceiling paint like this? If so maybe I should use something else in a kitchen. Would it matter that it had been painted over a satin paint? Maybe its not bonding to the sheen underneath?

Would I have the same problem with a flat paint that wasn't ceiling paint? Would it be this chalky? I need to be able to wipe it down but I definitely want no shine. I've never worked with flat paints before TIA!
