Cutting in on walls

The painter left about a 3-4" wide strip of brushstrokes on the top and sides of walls when he painted. It shows the difference with the rest of the wall which was painted with a roller and the strokes on top. Another painter said that she tries to get as close to the edge as possible when she's rolling after she cuts in. What do you think? Is a clearly observable strip of brushmark on the edges of the walls something that is good practice, or should these brushstrokes be hidden as much as possible after rolling the paint on? Should they/can they be totally hidden?
