Latex Paint Peeling Off of Oil Based Paint

Hey guys, I have a huge problem that I need some advice on. My home sustained a fire and 50% was damaged beyond repair and 50% was restored. The restored section was cleaned and repainted on walls and trim. The painter used a latex paint over oil and it is now peeling in many places.

The remedy that the painter has recommended is a product called Peel Stop as it is not practical to strip or sand all the trim in my house as it is a large home with door jams, base trim, crown moldings, window jam, etc.

Anyway, they now want to paint all surfaces with this Peel Stop and then go over that with an acryllic paint. I am not sure if this will take care of the underlying peeling issue that I have. Will the paint that didn't adhere underneath continue to peel and break through the Peel Stop coat?

I am tempted to advise the contractor to remove all the existing woodwork and start over...but that too is a huge job. Any feedback is appreciated.
