painting black steam pipe in basement

We are finishing 1/2 basement 15x20 and several runs of black steam pipe (active) which will not be boxed in. white 2x2 tile ceiling
Paint guy rec
steel brush to prep and use a oil based primer only on the pipes - no further paint.
Anyone? is this correct or something else?
