Exterior stain

I have a set of steps leading to the front door of our house. They are in essence 'mini decks'. I installed them two years ago with treated decking. Last summer I stained with a water-based, semi-transparent stain. By this spring, 70% of the stain was gone, and I was back to bare wood. Question: Should I have used an oil-based stain or should I have done something other than power wash (and let dry two days) the steps? Thanks Clay
